Please do the following and submit the required information

Go to C:\ProgramData and delete the EPGP.log there, then follow this steps
1. Restart outlook,
2. Reproduce the problem
3. Send log to us right after problem appears
(EPGP.log is in C:\ProgramData and its hidden folder so you may have to enter location in address bar)
4. Add in version installed (Open PGP version)
5. Outlook version and bit
6. OS version and bit
7. Which tool is used to send message that cannot be decrypted
